The ZES Unica (Single Special Economic Zone) covering all of Southern Italy continues to be one of the most powerful tools for attracting real estate investment to the Mezzogiorno. With tax credits of up to 45% on capital investments and simplified administrative procedures, the ZES framework is reshaping the investment landscape.
Tax Incentives at a Glance
Key benefits for real estate investors include: a 45% tax credit on investments in machinery, equipment, and buildings; exemption from IMU (property tax) for properties used in productive activities; and accelerated depreciation schedules. For urban regeneration projects, the ZES also provides streamlined permitting through a single-authority process.
Eligible Areas and Sectors
The ZES Unica covers all regions of the Mezzogiorno: Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardinia, and Sicily. Eligible real estate sectors include hospitality, logistics, manufacturing facilities, and urban regeneration. The minimum investment threshold is 200,000 euro for large enterprises and 50,000 euro for SMEs.
Strategic Timing
With the current ZES framework authorized through 2027, investors have a clear window to plan and execute projects. The combination of tax credits, EU structural funds, and Italy National Recovery Plan creates a unique alignment of incentives that may not last beyond the current programming period.
